October 24, 2024 In early summer 2024, the BCUC received complaints regarding the retail price of fuel in the Powell River market and, in particular, the lack of a corresponding decrease in the local pump price for gasoline when pump prices had decreased in other BC markets, such as Vancouver. In order to better understand the market dynamics being experienced by BC drivers, BCUC staff issued a fuel data request to retail fuel stations in Powell River, pursuant to the BCUC’s authority as Administrator of the Fuel Price Transparency Act. March 28, 2024 A BCUC staff report on retail margins in select cities across BC. In the report, staff observed factors that appear to be contributing to differences in retail margins at retail stations across BC. BCUC Staff Report: BC Retail Fuel Market
December 19, 2023 A BCUC staff report regarding changes in the unexplained difference between the retail price of gasoline in BC and elsewhere in Western Canada. In the report, staff found that there has been a material decrease in the unexplained difference since 2019. Staff recommend that the BCUC continue to monitor BC’s fuel market. December 16, 2022 In September 2022, the BCUC observed a period in time where crude oil prices were decreasing while gasoline retail prices increased across the province. The BCUC asked select fuel wholesalers operating in the BC fuel market to explain why the province was experiencing a disconnect between crude oil prices and gasoline retail prices. March 31, 2022 The BCUC issued its Final Report summarizing the results of the Retail Pilot and providing recommendations to the Minister of Energy, Mines and Low Carbon Innovation. The BCUC has provided a Supplementary Report to share its final recommendations and engagement process with the public. February 04, 2022 The BCUC's Draft Report summarizes the results of a Retail Pilot that took place over 12 months, during which the BCUC collected data from a group of retail dealers across BC. It explains the BCUC's approach, examines the costs and benefits of collecting fuel data from retail stations, outlines key takeaways from our analysis, and provides draft recommendations to the BC government on what retail fuel data should be collected, who should have to report it, and how frequently it should be reported.
